The Bureau of Engineering provides engineering assistance and serves as the Comptroller’s technical consultant on engineering matters. The Bureau analyzes, recommends disposition on, and, with the Settlements and Adjudication section, negotiates contract disputes and claims between contractors and the City. The Bureau also provides liability and damage reports to the Comptroller’s Bureau of Law and Adjustment for use in property damage tort claims.

The Bureau conducts technical audits on capital programs and reports on construction design, management and other construction activities and transactions. Efficiency and cost benefits are reviewed and recommendations for improvement are provided. The Bureau Chief, who reports to the Deputy Comptroller for Claims & Adjudications, is the Comptroller’s designee for approval of City-wide emergency procurements. He also conducts reviews of selective single bids and salvage sales.

The Bureau is the Comptroller’s liaison with city-wide Engineering Audit Offices and provides guidance on Directives relating to the prepayment audit of capital project payments.
