New York City Comptroller William C. Thompson, Jr. announced today that Andrew
M. Joseph will serve as Deputy Comptroller for Budget. Joseph will
assume his new duties on April 15, 2002.
"It is with great pleasure that I welcome Mr. Joseph to the
Comptroller's Office," said Comptroller Thompson. "His
experience as a Deputy Director of the State's Financial Control
Board will be a valuable asset to the City of New York in these
challenging fiscal times."
In his new position, Mr. Joseph will monitor New York City's expense
and capital budgets and prepare analyses of the city's fiscal condition.
"I am honored and proud to have this opportunity to serve
the people of New York City," Mr. Joseph said about his appointment.
Prior to this position, Mr. Joseph served as Deputy Director for
Expenditure and Covered Organization Analysis at the New York State
Financial Control Board for New York City. While at the Control
Board, Mr. Joseph was a member of a team that won national recognition
for its work on structural balance. In addition, he has held several
elected and appointed offices at the Social Service Employees Union
Local 371 and served on the staff of the New York City Health and
Hospitals Corporation.
