NEW YORK, NY – City Comptroller John C. Liu today promoted Assistant Comptroller for Public Finance Mark T. Kim to serve as Deputy Comptroller for Economic Development. Kim will assume his new role effective immediately.
The new Bureau of Economic Development will streamline operations to make them more efficient and more effective – and deliver on initiatives proposed in Comptroller Liu’s State of the City address
All existing economic growth and development initiatives across the Comptroller’s office will now be under the direction of Deputy Comptroller Kim.
“Creating jobs and investing in the City’s infrastructure are critical to the economic health of New York City and its people,” Comptroller Liu said. “Mark has played a leading role in our efforts to improve the City’s public financing, save taxpayers money, and expand opportunities for talented minority and women owned businesses. I know he will bring that same energy and enthusiasm to broadening our economic development efforts.”

Deputy Comptroller Kim has spent the last decade in the public finance industry serving most recently as the Assistant Comptroller for Public Finance since March 2010 and as an investment banker at Fidelity Capital Markets, Goldman Sachs and UBS Investment Bank. In these roles, Kim has raised in excess of $56 billion in the capital markets, including issuing over $30 billion for the City of New York and its related issuers to finance and refinance the City’s capital program.
Kim holds a Ph.D. in public policy from Harvard University’s Kennedy School of Government; J.D. from Cornell Law School; and B.A. from Northwestern University. He is a member of the Bars of the State of New York and the District of Columbia.
Mark Kim joins Comptroller Liu's team of Deputy Comptrollers, consisting of First Deputy Ricardo Morales, Valerie Budzik (legal affairs, General Counsel), Simcha Felder (accountancy and budget), Ari Hoffnung (public affairs), Tina Kim (audit), Carol Kostik (public finance), Larry Schloss (pensions, Chief Investment Officer), and Geneith Turnbull (contracts and procurement).
