Overview of BIS

The Bureau of Information Systems (BIS) is comprised of 11 divisions, providing customer support and technology leadership for the Office of the Comptroller. BIS is lead by the Comptroller’s Chief Information Officer (CIO) and is staffed by technology professionals with expertise in a wide array of disciplines.    BIS maintains over 100 application software products that provide a full range of technology support for key business functions and Charter mandated responsibilities of the Comptroller’s Office.  BIS services include:  technology strategic planning, web site development and administration, disaster recovery, business continuity, systems development, communications and network administration, end user computing, business process re-engineering, change management, program management, security administration, help desk, training, application architecture, computer operations, telecommunications, document management, imaging, geographic information systems, and check production and distribution.

BIS has implemented procedures and methodologies to establish itself as a leading government technology organization.  In addition to the services outlined above, these procedures also address: IT governance; project management; metrics; business case development; technology procurement; and vendor management.

BIS’s operating model focuses on five areas:  delivering new automation; delivering existing automation; enhancing the technology infrastructure; managing our human capital; and running BIS like a business.  A primary focus of BIS is developing and implementing technology solutions that enhance the services provided by the Office of the Comptroller to the people living, working, visiting and doing business with New York City.
