New York City Comptroller Scott M. Stringer today announced the appointment of Seunghwan Kim as Assistant Comptroller for Law & Adjustment.

“I am excited to welcome Seunghwan Kim to the Comptroller’s Office as Assistant Comptroller for Law & Adjustment,” said Comptroller Stringer. “Mr. Kim’s background managing and advising on litigation demonstrates a clear understanding of the diverse and complex legal issues facing the City, and I have complete confidence he will prove an invaluable asset to our team.”

Under the City Charter, the Comptroller is responsible for settling and adjusting claims for and against the City.

As Assistant Comptroller for Law & Adjustment, Kim, at the direction of the Comptroller and under General Counsel Kathryn E. Diaz, will be charged with overseeing the resolution and settlement of claims that are brought against the City and asserted by the City. In this role, Kim will manage a staff of 80 in three divisions that cover all manner of claims, including contractual and commercial disputes, real and personal property damage, and civil rights, police, and corrections-related claims.

Kim joins the Comptroller’s Office with broad range of litigation and management experience. For a decade, he served as the Managing Attorney at Kelley Drye & Warren LLP in New York City, where he handled risk assessment and advised on litigation and settlement strategy for a large and complex litigation practice. He also supervised Kelley Drye’s pro bono work, which included cases involving domestic violence, divorce with orders of protection and child custody, and discrimination cases under the Fair Housing Act and Americans with Disabilities Act.

Prior to Kelley Drye, Kim advised on civil procedure as an Assistant Managing Attorney at two other prominent New York City firms with complex litigation practices, Kaye Scholer LLP, and Paul Weiss Rifkind Wharton & Garrison LLP.

Kim is a graduate of the University of Texas at Austin and New York Law School. Among other committees, he serves on the New York State Bar Association’s Committee on Civil Practice Law and Rules.
