Comptroller Stringer Appoints Marjorie Henning as Deputy Comptroller for Public Finance

(New York, NY) — New York City Comptroller Scott M. Stringer today announced the appointment of Marjorie Henning as Deputy Comptroller for Public Finance, effective immediately. As Deputy Comptroller for Public Finance, Marjorie Henning will direct City debt policy and issuance on behalf of the Comptroller, while ensuring the integrity, prudence, and cost-effectiveness of the City’s borrowing.

Marjorie is a seasoned professional and will be a brilliant addition to the team, and I’m confident that New York City will benefit from her leadership.”

Under the New York City Charter, the Mayor and Comptroller share the responsibility for issuing bonds and notes backed by the City’s General Obligation, as well as debt of the New York City Transitional Finance Authority (TFA) and NYC Municipal Water Finance Authority (NYW), among other credits. The Comptroller’s Bureau of Public Finance jointly determines and approves the structures, terms and conditions for all bond and note issues, manages the portfolio of outstanding bonds totaling approximately $100 billion across all issuers, and works with the greater financial community on the City’s bonds.

A three decade veteran of the municipal market, Marjorie Henning was most recently a Director in the Municipal Securities Division at Citigroup. Prior to joining Citigroup in 2013, Henning served as General Counsel to the New York City Office of Management and Budget (OMB) where she was responsible for debt issuances by New York City, the NYC Transitional Finance Authority, the NYC Municipal Water Finance Authority, and other NYC-related issuers. She is a graduate of the Harvard Law School and the State University of New York at Buffalo (BA, summa cum laude).
