Contracting Opportunities with New York City-Certified Minority and Women-owned Business Enterprises
The New York City Comptroller’s Office is committed to the success of Minority and Women-owned Business Enterprises (M/WBE). In November 2019, the City’s Procurement Policy Board (PPB) Rules were amended to allow for direct purchases of goods, services and construction from City-certified M/WBEs up to $500,000. Effective June 3, 2023, the method’s threshold was raised to $1 million. Effective December 19, 2023, the method’s threshold was raised to $1.5 million.
Many contracting opportunities with the Comptroller’s Office are demand-driven and can vary from year to year. Below is a list of the types of M/WBE Noncompetitive Small Purchases made to New York City-Certified M/WBE vendors in 2023. Any current contracting opportunities are posted on our RFPs and Solicitations page. All M/WBEs may respond to a posted solicitation.

In your e-mail, please (1) specify the goods or services in which you are interested (for IT-related opportunities, please indicate the manufacturer to which you are an authorized reseller), and (2) attach a copy of your current New York City M/WBE Certification to your e-mail.

M/WBE Noncompetitive Small Purchase Method Procedural Compliance Reporting
In November 2019, the City’s Procurement Policy Board (PPB) unanimously voted to amend PPB Rule 3-08 to allow for direct purchases of goods, services and construction from City–certified Minority and Women-Owned Business Enterprises (M/WBEs) up to $500,000, consistent with newly enacted state legislation. This rule change took effect on January 1, 2020. As a result of this update, the City of New York launched the updated M/WBE Non-competitive Small Purchase Method in January 2020. To ensure compliance with the requisites to use the M/WBE Noncompetitive Small Purchase Method, Mayoral Agencies are required to perform a quarterly review of at least 10% of its purchases made using this Method. To demonstrate our commitment to this important program, the Comptroller’s Office will review all purchases made each quarter, beginning on January 1, 2020 when the rule took effect.
