The Comptroller’s Office is committed to providing tools and knowledge that enable New Yorkers to participate in the democratic process. We make budget and other public data available, help enforce equity provisions in New York City law, and identify opportunities to remove barriers to participation. Below are some of the resources available to communities as part of this work.


Prevailing Wage Enforcement

The Office of the New York City Comptroller is mandated under State law to set and enforce prevailing wage and benefit rates for workers, laborers and mechanics employed on New York City public works projects as well as building service employees on City contracts and certain properties that receive tax exemptions.

The Workers’ Rights Team oversees the enforcement of prevailing and living wage laws, works to expand workers’ rights through legislative, policy, procurement, and corporate shareholder engagement initiatives, and strengthens the office’s outreach strategies to educate New Yorkers on their labor rights.

Emerging Managers Program

The New York City Retirement Systems and the Comptroller’s Office are dedicated to identifying and investing with top performing fund managers that demonstrate exceptional potential and are committed to diversity in their investment decision-making process, ownership structure, compensation, and profit-sharing policies.

The Emerging Manager Program seeks to foster the growth and development of successful managers with whom the Systems invest, including Minority- and Women-owned Business Enterprise (M/WBE) fund managers that typically do not have access to large institutional investors.

NYC Climate Dashboard

The climate crisis is one of the greatest risks facing New York City. As an agency tasked with identifying and confronting risks to NYC’s government and residents, the Comptroller’s Office is committed to advancing a just transition toward a more equitable, low-carbon, and resilient city. Tackling the climate crisis requires collective action by governments, individuals, and companies, from installing new solar panels to divesting from fossil fuels to building more resilient infrastructure.

Checkbook NYC is an online transparency tool that places the City’s day-to-day spending in the public domain and provides up-to-date information about the City’s financial condition. Checkbook NYC provides unprecedented access to view and track how New York City government spends its annual budget.

Five-Year Accessibility Plan

The New York City Comptroller’s Office is committed to ensuring accessibility and equitable access for all individuals, including people with disabilities. It is a core component of our work to deploy the tools of the office in ways that address and confront all forms of inequity, including ableism. We are also committed to pushing ourselves to address issues of equity and accessibility internally and as a workplace.

Local Law 12 of 2023 requires agencies to develop and implement a five-year accessibility plan. The Office of the New York City Comptroller’s Proposed Five-Year Accessibility Plan and additional accessibility efforts can be found at https://comptroller.nyc.gov/accessibility.
