NYC Comptroller Lander Announces the Appointment of Valerie Red-Horse Mohl as Deputy Chief Investment Officer for Responsible Investing for the Bureau of Asset Management

New York, NY – New York City Comptroller Brad Lander announced the appointment of Valerie Red-Horse Mohl as Deputy Chief Investment Officer (CIO) for Responsible Investing for the Bureau of Asset Management (BAM). BAM is responsible for overseeing the investment portfolios of the five New York City retirement systems under the leadership of Comptroller Lander who is the investment advisor and custodian for, and trustee to the five Systems.

As Deputy CIO for Responsible Investing, Red-Horse will be responsible for leading the Economically Targeted Investment (ETI) program and overseeing the industry-leading Diverse and Emerging Manager and Brokerage programs and the broader Environmental, Social and Governance (ESG) program, including Corporate Governance and ESG Due Diligence. She will report directly to Chief Investment Officer Steven Meier as a core member of the Office of the Chief Investment Officer and serve as a voting member of BAM’s Investment Committee. She will work directly with the Systems’ Boards of Trustees and their Consultants to design and implement the ETI plan, diverse and emerging manager programs, and ESG priorities.

The appointment of Red-Horse Mohl is a pivotal step forward in Comptroller Lander’s efforts to expand and enhance Responsible Investing including the impact of the Office’s ETI program to serve more New Yorkers while delivering an appropriate risk-adjusted rate of return for the City’s five public pension funds. The program has been largely focused on affordable housing, and with this new appointment will expand to include investments in affordable housing, green investments, small business lending, and more.

Red-Horse Mohl brings deep expertise generating investments in under resourced communities. Prior to her current role, she spent more than two decades leading capital raising issuances for tribal nations, developing investment policy statements and asset manager selection process protocols for tribal nation and foundation portfolios, and leading annual finance educational seminars for Native American tribal members and leaders.

In 2022, She was appointed by former U.S. Treasury Secretary Janet Yellen to serve as an inaugural member of the Treasury Advisory Committee on Racial Equity. She also served as Chief Financial Officer of East Bay Community Foundation, Executive Director and CEO of Social Venture Circle, and founded Red-Horse Native Productions which specializes in social impact motion picture and television productions.

Red-Horse Mohl is a recognized investment leader and has been awarded extensively for her work including as a Top 100 Chief Financial Officer, National Association of Women Business Owners Hall of Fame inductee, Girls, Inc. honoree, and Spelman College Center for Leadership and Civic Engagement, Legacy of Leadership Award recipient.

She is a graduate University of California, Los Angeles (UCLA) and has served as board chair for Stanford University’s Center for the Comparative Studies in Race and Ethnicity.
