The Problem

A Systemic Issue Affecting New Yorkers

Although City agencies have been subject to various accountability measures intended to reduce contract retroactivity, the Comptroller’s 2025 Caught in the Slow Lane report found that these efforts have not produced meaningful improvements for nonprofit providers.

Delayed contract registration can especially impose significant financial burdens on nonprofit organizations and businesses, forcing vendors to rely on private financing to manage cash flow, meet payroll, and sustain operations while awaiting payment.

Developed after the Comptroller's nonprofit roundtable discussions in early 2026, the Late Contracts Dashboard provides the public with a real-time view of key performance indicators on contract registration delays, a key contributor to late payment issues for nonprofits.  This is part of the Office’s commitment to government transparency and accountability, and addressing longstanding challenges non-profits and human service vendors have faced getting paid on time
